40 Bowls In Focus Health Through Bowls Health Through Bowls Jane McMenaman Off and Running Welcome to the first of what we hope will be a regular series of informative ar ticles on Umpiring and Marking, from the new Bowls Victoria Umpiring Committee. Last month Bowls Victoria announced the formation of a number of new Committees, with the former RVBA Rules, Appeals & Umpires Commit- tee, the former VLBA Rules & Appeals Committee, and the former VLBA Umpires Board, now being incorporated into three new Committees:- • Disciplinary Committee • Laws & Rules Committee • Umpiring Committee The inaugural members of the Umpiring Com- mittee are Haydn Williams (chairman), Carolyn McIntyre, Rosemary Michael and Athol Mills. The Terms of Reference issued by Bowls Victoria, for the Umpiring Committee, provide that the principal objective is to ensure that the Bowls Australia National Officiating Accreditation Scheme (NOAS), Bowls Victoria Seminars, Workshops and other areas of support for umpires are expertly planned, scheduled, delivered and reviewed. The Committee will also be responsible for the identification and appointment of umpires for Bowls Victoria events. The key responsibilities of the Committee have been identified as: • Liaising with Region and Division Umpiring committees to ensure that umpires and potential umpires are properly educated in the interpreta- tion of the Laws and Rules of the game and other umpiring skills, such as measuring. • The implementation of Bowls Australia umpiring courses and procedures for the accreditation and reaccreditation of umpires, including the introduc- tion of Bowls Australia NOAS Courses. • To arrange for the conduct of educational seminars and workshops throughout the Regions/ Divisions for accredited umpires and measurers, and aspiring officials. • The identification of an elite panel of umpires for appointment at Bowls Victoria major events, and for involvement in educational seminars and work- shops conducted throughout the State for umpires and measurers, by the Committee. • Liaising with Region and Division Umpiring committees on the assessment of the validity and appropriateness of the various umpire education programs conducted in Victoria. The Committee will be arranging a series of seminars and workshops in the metropolitan and country Regions, prior to the commencement of the 2011-2012 season, once the new Regions and Divisions have been finalised.
