Each Club will have one (1) vote via which to elect its preferred top four (4) ladies and top four (4) men. Votes must be returned, in the envelopes provided, to Bowls Victoria by no later than Wednesday 28 April. We strongly encourage each Club to give their members the opportunity to discuss the candidates who have nominated for the Bowls Victoria Board. Clubs should follow their own Club Constitution and the procedures outlined within it for their vote. Announcements on Directors will be made on Friday 30 April 2010. As mentioned in our previous Bowls In Focus article, the Directors elected to the Board have major responsibilities for overseeing the governance and strategic direction of Bowls Victoria, and Clubs are encouraged to consider very carefully the selection of their top four men and top four women for these significant Directorships. The Powers of the Board as defined in PART IV Section 16 of the Constitution include the power to: "... control and manage the business and affairs of the Association" (i.e. Bowls Victoria) "... to perform all such acts and things as appear to the Board to be essential for the proper management of the business and affairs of the Association." 1. Nomination Forms for Bowls Victoria Board Election - as above 2. Ballot Papers will then be prepared and distributed to all Clubs by 31 March 2010. Information on Candidates will be provided as collected on Nomination Forms, including such details as a. Personal details b. Current Bowls Club affiliation c . History of Bowling Administration d. Relevant Qualifications: tertiary, business, IT, community, sporting, etc. e. Vision for Bowls Victoria Voting - votes by Clubs are to be lodged with Bowls Victoria by Wednesday 28 April 2010 3. Announcement of first Bowls Victoria Board - to be made on Friday 30 April 2010. Information Circulated Recently to Clubs: a. Memo on Affiliation Fees advising that the Bowls Victoria Affiliation Fee for 1 July 2010 - 30 June 2011 has been set at $32 for adults and $20 for Juniors (Under-18). Further information on the payment of the Bowls Victoria 2010/2011 Affiliation fee will be forwarded shortly to all Clubs, Districts/ Associations/Groups. b. Bowls Victoria Regulations for Attire which come into effect on 1 July 2010 c . Bowls Victoria Program 2010- 2011 detailing all major events for 2010 - 2011. There may be some minor additions or modifications to this document over the next few months. Please check the Bowls Victoria website for the most recent version. Club Constitutions: Bowls Victoria had projected that pro forma (template) Club Constitutions would be provided to Clubs by the end of February 2010. In working with Lander & Rogers, the task of completing such a model constitution has required more time than we had anticipated and we are now looking to provide them by the end of March 2010. Clubs are advised that there is no urgency to replace Club Constitutions at present and further detailed advice will be provided to all Clubs during March 2010. Bowls Victoria Logo/Brand: The logo and logo policy for Bowls Victoria is almost finalised and will be released during March 2010. Planning for Regions and Divisions for 2011-2012: • Central/Goulburn/Murray and North East Regions Members of the Interim Board travelled to parts of country Victoria to meet in early March with representatives from the two proposed Regions of Victoria still to finalise their Divisional Structures. Arising from a meeting in Shepparton, it has been resolved by the local representatives that the proposed Goulburn/Strathbogie Region will be known as the Central/ Goulburn/Murray Region and that it will play pennant competitions within three Divisions that relate to the current Associations/Districts and that State Championships will be played in four sub-divisions of the Region. A meeting in Yarrawonga has seen the proposed North East Region agree to establish a Steering Group to resolve structural considerations for the Region and to propose names for the new Region and its Divisions. This process may take a few months, but will certainly see the Region ready for 2011-2012. • All Regions for 2011-2012 It is worth noting that the new Bowls Victoria Regional Structure will be implemented for the season 2011-2012 and that the season 2010- 2011 will continue to operate under our current structures (RVBA & VLBA Groups/Associations/Districts). However, planning for the changeover has commenced at various levels and the Interim Board will look to release guidelines on State Committees, Regional Committees, and Divisional Committees over the next short period.
