8 Bowls In Focus News from the Interim Board of Bowls Victoria Moving Forward Since the vote to amalgamate the RVBA and VLBA as Bowls Victoria on 3 December 2009, the momentum to set up the new organisation has been steadily increasing. Initially there were some formal steps to be taken by the Interim Board of Bowls Victoria and these commenced on 4 December, although much of the planning had been completed by the Joint Working Party during its meetings over the past two years. The Interim Board appointed Graeme Hosken as Chairman and Maureen Connolly as Deputy Chairman of the Interim Board, and also appointed Leonie Schulz as the Public Officer for Bowls Victoria. Much of the details involved in lodging paperwork with Consumer Affairs, combining our insurances, notifying the Governor that the use of the title 'Royal' will discontinue, merging of finances, assets and liabilities, and all matters relating to moving forward with Bowls Victoria have commenced. These details are of less interest to bowlers than some of the core matters that have raised questions since the vote. RVBA and VLBA Councillors (including Board Members) The RVBA and VLBA are indebted to the many years of dedicated, voluntary service of all Councillors. As members of the governing bodies of each organisation, Councillors, on behalf of the Members (Clubs and Affiliated Bowlers) have been ultimately responsible for the governance of these State Sporting Organisations, and through their Boards, Committees, Groups, Associations/Districts and staff for the administration of the sport in Victoria. Under Bowls Victoria, the governance and ultimate responsibility for the sport of Lawn Bowls rests with the Board, on behalf of its Members (Clubs and Affiliated Members). Initially this responsibility rests with the Interim Board. For that reason, Councils no longer exist within the new structure and 'Councillors', while continuing to play many invaluable roles, will do so as 'Bowls Victoria Official Representatives'. More detail will be provided on these continuing roles, but they will include many of the important functions of recognising contributions by other volunteers and officials through presentations of such awards and special occasions such as Anniversaries, RVBA/VLBA Super Veterans badges, RVBA Medal of Merit, RVBA Service Badges, etc. Club Constitutions We anticipate Clubs will have access to new Model Club Constitutions in two formats -- one for retaining two sections, one for unifying as one club at the end of February 2010. Bowls Victoria -- First Board Election The Bowls Victoria Interim Board have determined the timeline for the election of the first Board of Bowls Victoria as follows: Friday 26 February 2010 Call for Nominations via a pro forma Wednesday 31 March 2010 Distribution of Candidate Details and Voting Forms Wednesday 28 April 2010 All Votes to be lodged with Bowls Victoria Friday 30 April 2010 Announcement of Board of Bowls Victoria State Committees RVBA and VLBA Committees will continue to operate under the guidance of their existing Chairpersons and the Interim Board of Bowls Victoria. This includes RVBA Group and Association Committees. Communications with all personnel will be clarified in the New Year, but, in addition to use of email, websites and newsletters, may well include bringing together combinations of officials for specific purposes. Bowls Victoria Regional Advisory Group (VRAG) Guidelines for nominating for election of one male and one female per Bowls Victoria Region will be developed to assist the first Board of Bowls Victoria to be able to call for nominations shortly after they are elected at the end of April 2010. The introduction of VRAG will occur for the 2011-2012 year. Calendar of Events 2010-2011 ABowls Victoria Calendar of Events is currently being developed and will be released to all Clubs by 1 March 2010. Affiliation Fees Until 30 June 2010, bowlers continue to need to be affiliated with the RVBA to participate in RVBA events and with the VLBA for VLBA events. However, a new single Bowls Victoria Affiliation Fee will be introduced as of 1 July 2010. The actual fee will be advised to all clubs by March 2010 to enable club budgets to be prepared. The new Bowls Victoria fee will affiliate bowlers from 1 July until 30 June each year to align with the Bowls Victoria financial year. Blazers RVBA and VLBA blazers may be worn until further advised. Presidents' Flags As Graeme and Maureen are no longer officially Presidents of the RVBA and VLBA -- they are now to be introduced as 'Directors of Bowls Victoria Interim Board' -- the flying of their flags is to be discontinued. New Bowls Victoria logo and brand Anew logo and branding policy for Bowls Victoria is being designed and developed currently. Uniform Policy/ Regulations The RVBA and VLBA Uniform Regulations for on-green apparel are being combined as one policy for 2010-2011. As previously advised, there will be no change for 5 years, ie. approved garments with RVBA and VLBA logos may be worn for 5 years. RVBA Goodwill Tours These tours in 2010 will continue as RVBA events, although the protocols in relation to introducing Graeme Hosken and other matters will be clarified during January 2010. Celebration of Club Anniversaries, Official Visits, etc. Such events will continue to be commemorated as per RVBA and VLBA traditions, although certain protocols in introducing officials will be amended. Advice will follow in January 2010. RVBA and VLBA Pennant Competitions The Saturday Pennant and mid-week Pennant competitions conducted by the RVBA and VLBA will continue in 2010-2011. Any changes will be as a result of consultation and discussion with players and officials during the January--July 2010 period. RVBA and VLBA Championships The various state events as conducted by the RVBA and VLBA in 2009-2010 will continue in 2010-2011 with an aim of aligning the staging of events where possible. State Tests and Representative Series The staging of Test Matches against other State and Territory Bowls Associations will be incorporated into the Calendar of Events to be released by 1 March 2010. State Events -- Groups Sides, State Pennant Championships, etc. All events will be incorporated into the Calendar of Events to be released by 1 March 2010. Bowls Victoria Charity Because the RVBA and VLBA have historically adopted different approaches to the area of declaring a State Charity Organisation and for raising funds for that charity, the Interim Board is looking to form one approach to this important area for 2010-2011. Details will be made available as soon as possible. Communiction Moving Forward as a State Body will require considerable plan- ning, preparation and implementa- tion. We encourage Clubs to begin looking at what model of organisation will best suit them as we move into Bowls Victoria. It is important to note that Bowls Victoria will soon be looking to establish one point of contact at each Club rather than the current system of a Secretary for each of the RVBA and VLBA Sections. Correspondence in relation to such things as the Bowls Victoria Calendar of Events, Pennant Entry Forms for 2010-2011, etc will be provided via one contact person per Club. Through that person it may be that the Club continues to provide the traditional VLBA information to a Ladies Secretary and RVBA information to a Men's Secretary -- or the Club may have Committees to whom the information is provided.
